Is my phone battery messed up?

I have the t mobile samsung vibrant galaxy s....i recently replaced it under warranty for some trouble...but one thing that DIDNT get solved is sometimes when i plug my charger (wether it be home,car or laptop) id wont charge....instead the battery status says "discharging" and it drains my battery......what do i do?
