Agree or disagree: Someone's right to breathe clean air should be prioritized higher than the right to smoke?

Agree. No one has the right to engage in unnecessary public behavior that is harmful, disturbing or unpleasant to the larger public - whether smoking, making noise, being obscene, etc. 30 years ago a smoking ban would have been unheard of. But with the understanding of the harmful effects of second hand smoke coupled with the increasing unpleasantness of it in a increasingly smoke free world makes such restrictions justified.
